SIGNAL Centre of Business Excellence is the brand name for North Down Borough Council's Economic Development initiative.
The focus of SIGNAL is the development of business excellence and growth, and to assist businesses achieve this, we provide a comprehensive range of services which includes:

- networking opportunities
- inspirational seminars
- informational advice sessions
- educational masterclasses
- dedicated market research/intelligence facility
- premier conference and meeting room facilities
- international business linkages and networks
- links to other economic development agencies and programmes
In addition, SIGNAL also offers access to international business events as well as access to new markets.
To complement the services already offered, SIGNAL have developed a Business Growth Manual which allows local companies to benchmark themselves, and will stimulate and encourage further growth.
SIGNAL was conceived by North Down Borough Council in partnership with the local business community as a direct response to the needs of local businesses. Initially established in 1996 as a pilot project to support and encourage Small and Medium sized Enterprises (SME's) achieve sustained growth, expansion and economic development in North Down.
SIGNAL has now firmly established itself as a 'one stop' gateway for business growth assistance and provides a vital link to economic development agencies and their programmes.
The initiative works in close partnership with North Down Business Village and its partners North Down Development Organisation (NDDO), the local enterprise agency, the North Down & Ards Institute (NDAI) and Bangor & Holywood Town Centre Management as well as the local Chambers of Commerce.
The SIGNAL Centre of Business Excellence is a £1.8 million investment by North Down Borough Council and the European Regional Development Fund under the Building Sustainable Prosperity Programme, the centre is the flagship building for the North Down Business Village Project.
